Absolutely not!! You should still tip them. They are service employees and are entitled to a tip. A tip of at least one dollar is not that big of a deal and the next time you go to get a hair cut you will notice that the barber will be more attentive and give you better service.

you should tip, especially since the haircut only costed $12, what a bargain! Hair stylists in general don't make a lot of money and count on tips like waiters do. Tipping is a courtous and expected thing to do if your happy with the service.
A tip is always optional, but courteous. It tells the barber he didn't cut your hair right. It's strictly your choice if you wanted to tip him.
I assume if he didn't cut your hair right you would never have him cut your hair again.
